It is the same official Telegram Ads cabinet with a different billing currency and targeting. EUR bills in euros (card / invoice) and targets by topic and language. TON bills in Toncoin without banks and places by specific channels worldwide, any language. The choice usually comes down to currency and whether you need channel-level targeting.
When the thing you promote lives inside Telegram: a mini-app, bot, game or gift / giveaway campaign. Stars (XTR) carry a 30% discount on ads and reach the in-ecosystem mini-app audience. For a channel, brand or external site, use EUR or TON.
