You created an ad in the Telegram Ads account and it does not do what you expected: it sits "In Review", says "Stopped", or looks fine but nobody sees it. These are three different problems with three different fixes. This guide starts from the statuses Telegram itself documents, separates what is official from what only resellers and practitioners report, and ends with a checklist for the most common case — an approved ad that gets no impressions.

The five statuses, in Telegram's words#

Telegram's getting-started page lists exactly five ad statuses:

Status What Telegram says What to do
In Review "Our team is currently checking the ad content before it can be displayed in channels." Wait. You cannot speed it up from the account.
Declined "Your ad must be changed before it can go live." Fix the ad or its destination and resubmit — see why ads get rejected.
Active The ad is live and sponsored messages appear "according to your parameters". Nothing — but "Active" is not a promise of impressions.
On Hold "You have paused the ad" — it can become active again whenever you are ready. Only you can put an ad on hold. Press resume.
Stopped The default status for a new ad without a budget; "also shown when the ad's budget has run out". Add budget. A new ad stays "Stopped" until you do.

Two of these are easy to misread. "Stopped" does not mean Telegram stopped your ad — it means there is no money behind it. And "Active" describes the ad, not the delivery: it says nothing about whether anyone has actually seen it.

How long does review take?#

Telegram does not publish a review time. The help page and the Ad Policies and Guidelines describe no deadline.

What resellers and practitioners report — this is not Telegram's statement, and it changes:

  • Gram and Stars cabinets: automated review, typically 1–4 hours.
  • Euro cabinet: manual review, typically 12–48 hours, faster during Moscow working hours.

(Source: adsly glossary, May 2026.) If an ad has sat "In Review" much longer than that, do not delete and recreate it — a new ad only starts the review over. Check the destination first: an empty or inactive channel is a rejection risk under the rules below.

If the ad is "Declined"#

Telegram's rule that trips up most advertisers is about the destination, not the text. Under clause 4.5 of the guidelines, a promoted channel "must have at least one post published within the two weeks prior to review", and clause 4.1 requires a profile image and a full description. The text limit is 160 characters including spaces.

Changing the destination after approval is worse than a rejection: clause 4.4 lets Telegram suspend an advertiser who conceals or replaces destination content to pass review, "without notice".

The public documents describe no appeal procedure. In practice you fix the cause and resubmit; if you buy through a reseller, ask them about the moderator's comment. The full list of banned categories and common rejection reasons is in the Telegram Ads rules guide.

Approved but no impressions: a checklist#

If the ad is "Active" and the counter does not move, go through these in order — cheapest check first.

1. Is the ad really Active, and is there money? "Stopped" appears when the budget runs out. If the account shows "Your balance is too low", the ad will not run. Check the balance before anything else.

2. Are you looking at it with a Premium account? Telegram hides sponsored messages from Premium subscribers by default. To check your own ads, Telegram added a switch under Settings → Telegram Business that shows sponsored messages again (Telegram blog, April 2024). An ad is also shown only in the channels you targeted, so not seeing it in one channel says little.

3. Is your CPM competitive? Ads are sold by CPM (price per 1,000 impressions) in an auction: reseller eLama describes it as a first-price auction, where the higher bid wins the placement. Telegram sets only a minimum. The getting-started page says 0.1 Toncoin; the coin was renamed Gram on 15 June 2026 and the page has not caught up. In euro cabinets, accounts from Russia have had minimums of €0.3–0.75 since 28 August 2026, depending on the ad type (source: eLama). An ad bidding at the minimum in a busy niche can be "Active" for days and get almost nothing. Compare with the ranges in what Telegram Ads costs and raise the bid before you conclude the ad is broken.

4. Is there anywhere for it to show? Sponsored messages appear "in public channels with 1000+ subscribers", so channels below that are not placements. Channel owners can also switch ads off once the channel reaches a certain boost level (Telegram API config, channel_restrict_sponsored_level_min). If your target list is short, made of small channels, or made of channels that opted out, delivery will be thin.

5. Is your targeting narrower than you think? The Gram cabinet targets only explicit lists of channels, bots and search keywords — no country, no interests (practitioners' reports, e.g. aksanov.digital). The euro cabinet targets by country and city using the user's IP, so a VPN or a move out of the target geo means the ad does not show (source: eLama). Practitioners also report that Gram-cabinet ads are not shown to users from Russia. If your audience is there, that alone can explain zero impressions.

6. Search ads: are the keywords allowed? Clause 4.8 forbids keywords that exploit harmful, prohibited or sensitive topics. See the search ads guide.

7. Give it a fair test. Telegram publishes no delivery timeline, so there is no official "it should start within X hours". A budget of a few Gram buys very few impressions; practitioners suggest that a meaningful test needs 150–200 Gram in the Gram cabinet, and the number depends on niche and bid. Decide on budget and time window before you judge.

When to change the ad instead#

If the checklist is clean and delivery is still weak, the ad is probably competing on price for a small pool. The two levers that help most are a higher CPM and a longer, better target list. Use the budget calculator to see what a change costs, and the CPM guide for typical ranges.

FAQ#

Why is my Telegram ad "In Review" for so long? Telegram publishes no review time. Resellers report about 1–4 hours in the Gram and Stars cabinets and 12–48 hours in the euro cabinet. Longer than that usually means the destination has a problem — check clauses 4.1 and 4.5 (profile complete, a post in the last two weeks).

Does "Stopped" mean Telegram blocked my ad? No. Telegram uses "Stopped" for an ad without a budget, or one whose budget has run out. Add budget and it will run.

Why don't I see my own ad? If your account has Telegram Premium, sponsored messages are hidden by default. Turn them on under Settings → Telegram Business. Also, the ad only appears in the channels and to the audience you targeted.

Can I appeal a rejected ad? Telegram's public documents describe no appeal process. Fix the ad or destination and resubmit, or ask your reseller to check the moderator's comment.

How much do I need to spend for the ad to show? Telegram sets no minimum budget, only a minimum CPM. Below a certain level an ad can be "Active" and still get almost no impressions; see the cost guide.
