Russian advertisers rarely buy from Telegram directly: according to resellers, a direct contract starts at about €2M, including a €1M deposit; Telegram does not publish these figures (eLama).

Resellers: thresholds and fees#
Since 9 February 2026 Click.ru takes top-ups from €250 before commission and VAT (Click.ru); some want €500; eLama needs no prepayment. Its math: €250 + 20% commission + 22% VAT ≈ €366 (eLama). Commission: 15–20%, plus, according to practitioners, the 3% ad levy and VAT.
"MTS Marketolog Pro" adds MTS Big Data segments and your own phone base, from €250, at 40% commission instead of 20% when data is used (eLama); from 5 August 2026 eLama offers MegaFon data (80M subscribers) (eLama). Telegram lists no official partners: check contract, marking and ERIR reporting.
What impressions cost#
Minimum CPM for Russian accounts from 28 August 2026, per eLama: €0.6 country/language, €0.3 Politics & Incidents, €0.75 channels, bots, search (eLama); no official Telegram announcement. Average CPM: €1.64 in January → €0.97 in August (SA Media) (ppc.world). Resellers charge +80% for images, +100% for video or GIF (eLama). More: Telegram Ads CPM in 2026.
2026 risks#
- FAS. The Federal Antimonopoly Service deems Telegram ads illegal but won't penalise until 31.12.2026 (Pravo.ru); 2027 is unannounced. See the FAS ban and moratorium.
- Payments. On 30.07.2026 Rosfinmonitoring, Russia's financial watchdog, put Pavel Durov (personally, not Telegram) on its terrorist and extremist list. ADPASS experts rate Telegram Ads top-ups riskiest, as money flows via Telegram's official infrastructure; Premium and Stars medium; direct payments to channel owners lower (ADPASS).
- Audience. Mediascope: 75.69M monthly and 35.41M daily users in Russia in June 2026, below Max (3DNews).

Launch checklist#
- Pick a marking reseller; check refund terms for unspent budget.
- Channel or bot needs an avatar, description and a post in the last two weeks (guidelines); ads up to 160 characters, no superlatives, matching the channel and landing language.
