Telegram Ads Targeting in 2026: Channels, Users, Operator Data and What Changed on Privacy
What you can target in each Telegram Ads cabinet in 2026 — channels, bots, search keywords, country, language, interests, retargeting and mobile-operator data — and why Telegram's own pages now describe targeting in two different ways.

For years the standard line about Telegram Ads was "contextual only: you pick channels, not people". In 2026 that is only half true. The self-serve cabinet still targets lists of channels, bots and keywords, but euro cabinets sold through resellers add country, language, interests and retargeting — and some resellers now plug in mobile-operator data. Even Telegram's own pages describe it differently depending on where you look.

Based on how practitioners describe the cabinets (aksanov.digital, 14.09.2026); Telegram does not publish a targeting matrix of its own.
Channel, bot and keyword targeting#
The classic mode, available everywhere: you list the channels (or bots, or search keywords) where the ad may show. It is contextual — you reach whoever reads those channels at the moment. Two rules to remember:
- The targeted channel's language should match the language of the ad and of the destination (policy §4.7).
- Search keywords must not exploit harmful or sensitive topics (§4.8).
User-level targeting in euro cabinets#
Through resellers you can target by country and city, by interface language, by interests and topics, and retarget your own channel's subscribers. Location is determined by IP, so users on a VPN may fall outside a country target.
Operator data#
Some resellers now offer separate cabinets with mobile-operator data:
- MTS "Marketolog Pro": MTS Big Data segments and upload of your own phone base, start from €250, commission 40% instead of 20% when data is used (eLama).
- MegaFon data via eLama (since 5 August 2026): upload your customer base, ready-made segments or custom audiences built on data from 80 million subscribers (eLama).
- Banner in Bot (September 2026, per MTS AdTech): ads inside bots shown to a selected audience by socio-demographics, channel subscriptions, MTS Big Data or your phone base (AdIndex).
These are Russian-market products; availability elsewhere depends on the reseller.
What Telegram says about privacy — in two versions#
- ads.telegram.org, since August 2026: "We don't use the contents of your private chats or contacts lists for ad targeting or other commercial purposes." The earlier promise that ads do not rely on personal data and are determined by channels is gone (ads.telegram.org).
- The Premium FAQ, still today: "Official Sponsored Messages are minimalist, non-targeted advertisements… in some large, public one-to-many channels" (Telegram FAQ).
The first describes today's platform more accurately. For advertisers the practical meaning is simple: targeting options depend on the cabinet you buy through, not on a single platform-wide rule.
What this means if you analyse competitors#
When you see a competitor's ad in a channel, you can no longer assume they targeted that channel's audience. With user-level and operator-data targeting, the ad may follow a segment across many channels and bots. Treat placements as where the ad was seen, not necessarily where it was aimed.
Common mistakes#
- Expecting geo targeting in the Gram cabinet. It only takes lists.
- Mixing languages. A Russian ad aimed at English channels breaks §4.7.
- Relying on country targeting for VPN-heavy audiences. IP-based location can miss them.
- Quoting "Telegram ads are non-targeted" in 2026. It depends on the cabinet.
FAQ#
Can I target by age and gender in Telegram Ads? Not in the standard cabinets. Socio-demographic targeting appears in operator-data products such as Banner in Bot, per MTS.
Can I upload my own phone numbers? Through operator-data cabinets offered by some resellers in Russia (MTS, MegaFon via eLama) — with higher commission.
Does Telegram read my chats to target ads? Telegram states that it does not use private chats or contact lists for ad targeting.
